When the engine is running, the charging control lamp should neither glow nor flash. Otherwise, there is a fault in the power supply, see the troubleshooting help in section Generator. If the red light does not light up when the ignition is turned on, then, presumably, the incandescent lamp has burned out, or there is no conductivity in the wire to the generator, or its connection is loose.
